Chief Maintenance Officer
Arthur Tirsky is the Chief Maintenance Officer at the Housing Opportunities Commission of Montgomery County. He joined the Commission in April 2016.
Mr. Tirsky has more than 20 years of experience in property management and real estate. During his career, he has managed staff and coordinated projects at thousands of residential and commercial properties across the country. He is a team leader with extensive knowledge in asset management, corporate budgets, safety regulations, vendor selection, contract negotiations and staff management.
Prior to joining HOC, Mr. Tirsky was the Director of Capital and Maintenance Operations for a Wisconsin company where he oversaw all maintenance work and renovation projects at nearly two dozen properties. Mr. Tirsky also served as Director of Capital and Maintenance Operations for a real estate developer responsible for properties in 10 states.
He is credited with the creation and implementation of a customer service training program for property managers and service directors at a California-based company which enhanced operations and built a stronger relationship with residents.
Mr. Tirsky holds an Electrical Design degree from Kiev Industrial College in the Ukraine. He has licenses in asbestos and mold training; air quality testing; pool maintenance; high-pressure appliance system operations; and project management training.
