About HOC

HOC is both the public housing authority and housing finance agency for Montgomery County, with a long successful track record in developing, financing and managing affordable and mixed income housing and community facilities and services.

HOC owns, manages, or has financed more than 20,000 units of housing valued at over a billion dollars and administers rental assistance and homebuyer mortgage programs for the County. As a housing finance agency, HOC also originates tax-exempt mortgage revenue bond financing for single family and multifamily programs, has created and managed 19 tax credit partnerships, and has acquired, renovated or built over 6,500 units of multifamily housing in Montgomery County.

HOC’s housing portfolio embraces a wide range of rent levels and building types and we have received numerous awards for financing techniques, design and historic preservation. HOC was also the first local housing agency to receive Moody’s A2 financial rating and received Moody’s highest Management Quality Rating (MQ1).
