Family Unification Program (FUP)
This program prevents the separation of and reunites parents with their children by providing housing subsidies to keep the
family living in the same household. The County's Department of Health and Human Services (HHS) Child Welfare Division commits
to case management and refers eligible families to the program for the issuance of a Housing Choice Voucher subsidy. There are
a total of 85 subsidies allocated for this program. |

Family Self Sufficiency (FSS)
This program is available to both Public Housing and Housing Choice Voucher participants. Its purpose is to help
reduce a family's dependence on housing subsidies and other public benefits. Families agree to work or attend school to
help them become self-sufficient. There are a total of 441 slots (75 Public housing slots and 366 Housing Choice Voucher

Moderate Rehabilitation (Mod Rehab)
This program allows landlords to borrow funds from HUD to rehabilitate their properties. The program mandates
a percentage of units to be used by Section 8 assisted families as part of the repayment of the loan. The loan is for a
maximum of fifteen years. There are a total of 5 Moderate Rehabilitation properties that are currently on the program
representing a total of 166 units of assisted housing. |

Mainstream Disabled Allocation Plan
This program assists non-elderly and young adult disabled families that are currently living in Public Housing or on the
waiting list to "mainstream" into other communities through the use of a Housing Choice voucher subsidy. There are a

Portable Subsidies
This program allows families who have been issued a voucher to use that voucher to lease a unit anywhere in the United States
where there is a housing agency administering the Housing Choice Voucher program. The numbers of families that may port in
or out of a jurisdiction is unlimited. |

Shelter Plus Care (SPC)
Provides permanent subsidized housing, case management, and other services to homeless adults with severe and persistent
mental illness. There are funds available to serve a total of 45 persons on this program.

Veterans Affairs Supportive Housing (VASH)
Provides rental assistance to homeless veterans with severe psychiatric or substance abuse disorders. There are 25 subsidies

Rental Allowance Program (RAP)
Provides temporary rental assistance to individuals that are homeless or are experiencing a critical or emergency situation.
There are funds available to serve a total of 40 persons or families on this program.

Crossway Community
HOC has a preference for families who participate in a two-year educational program administered by this non-profit housing
development. Under the program, female single heads of households receive project-based subsidies and a two year educational
program. After completion of the two year program, Crossways participants must move to private rental housing, where they may
continue their self-sufficiency efforts. A maximum of 22 subsidies are provided annually for this program. |

Homecrest House
HOC has a preference for families who are eligible to receive housing in an assisted living facility that provides adult day
care services to the frail elderly. Referrals are made by Homecrest House of eligible families for housing choice vouchers.
A maximum of 20 subsidies are provided annually for the program.
