Public Housing

Documents and Applications

Public Housing Wait List

When the waiting list opens, advertisements are placed in local newspapers, on radio, on TV in the form of public service announcements, and on this website.

Applications are available ONLY while the waiting list is open at Montgomery County Service Centers, County senior centers, and/or on this HOC website.

Public Housing Application Process

The application process involves two phases:

  • Phase 1 is the initial application or the pre-application, in which the family provides limited basic information establishing any preferences to which they may be entitled. This first phase results in the family’s placement on the waiting lists.

HOC will make a preliminary determination of eligibility and notify the family in writing of the date/time of placement on a waiting list and the approximate wait before housing may be offered.

If HOC determines that the family is ineligible, the notice will state the reasons and will offer the family the opportunity of an informal review of the determination.

  • Phase 2 is the final determination of eligibility or the full application. The full application takes place when the family nears the top of the particular waiting list. HOC will ensure that verification of all preferences, eligibility, suitability and selection factors are current in order to determine the family’s final eligibility for admission into the public housing program.

What Happens After You Apply?

  • All applications mailed to HOC with postmarks during the ten (10) days that the waiting list is open will be placed into a "pool" of applicants and names will be drawn at random by lottery over the next 12 months. The names chosen will be invited by mail to participate in the program.
