On Wednesday, March 7, 2018, the Housing Opportunities Commission of Montgomery (HOC) hosted its 2018 Annual Meeting and Awards Ceremony.

Each year, HOC takes this opportunity to recognize the people and organizations who have demonstrated a constant commitment to helping our customers reach their fullest potential.

This year, HOC presented the Housing Honor Roll award to Sally Roman. The Housing Honor Roll award represents the highest honor and is only given to members of the community who have made the most significant contributions in support of affordable housing and low-income families in Montgomery County.

1.pngMs. Roman has dedicated her career to expanding opportunity for families in Montgomery County. She was appointed to the HOC Board of Commissioners in 2007 and served until her retirement in 2017. Her commitment to this county and excellence in affordable housing were evident in the way she led HOC, with a long history as an ardent advocate for access to quality housing for all residents – regardless of income. While she served as Commission Chair, HOC undertook significant development, redevelopment and modernization projects to ensure every Montgomery County resident has access to high-quality, amenity-rich, affordable housing.

This year, HOC presented three outstanding community partners with its Special Recognition award. Special Recognition awards are given to individuals and organizations who have provided substantial support to programs and services that assist HOC customers. The 2018 recipients were Ms. Rosie McCray-Moody, Mr. Ben Toler and the Emmanuel Brinklow Seventh-Day Adventist Church.

Ms. McCray-Moody has demonstrated a deep commitment to serving this community since she began working for the County in 1990. In her many years at the Department of Housing and Community Affairs (DHCA), Ms. McCray-Moody has been instrumental in mediating landlord-tenant disputes, offering her expertise in situations that go beyond the traditional practices of the Housing Choice Voucher program. She has often secured emergency aid for families in crisis, ensuring they stay stably housed and reducing their risk of homelessness. Her unwavering support and passion for HOC’s mission have enabled HOC to continue housing the most vulnerable members of our community.

Mr. Ben Toler is a veteran financial service professional dedicated to serving communities across Montgomery County. With over 20 years of experience in the consumer and small business segments, Mr. Toler uses his financial expertise to help people on their journey to self-sufficiency. He has made a significant impact on HOC’s Fatherhood Initiative program, offering his knowledge on financial literacy and money management to help fathers and parents gain important skills that will help them support their families and achieve their life goals.

The mission of Emmanuel Brinklow Seventh-Day Adventist Church, led by Senior Pastor Dr. Anthony Medley, is to transform the world through the good work of its followers. One of Emmanuel Brinklow’s basic tenets is the provision of community aid – assisting low-income and disadvantaged persons in the Montgomery County community and abroad. Over the past year, Emmanuel Brinklow has hosted many financial wellness and healthy living workshops for HOC customers, led by Mr. Ruthven Phillip and Ms. Lynette Yancey. Emmanuel Brinklow’s service has gone far beyond the call of duty. HOC customers report stories of Mr. Phillip and Ms. Yancey helping them find employment and providing their families with meals during the holidays, both prime examples of Emmanuel Brinklow’s commitment to supporting families on the path to self-sufficiency.

HOC understands that it takes people working together to build communities that promote opportunity. We are grateful to collaborate with local organizations and individual volunteers that help us expand our reach and increase our impact – not just on the lives of HOC customers, but on all those who live and work in Montgomery County.

Following the awards ceremony, HOC held its 2018 Annual Meeting, reflecting on the previous year’s accomplishments, as well as presenting a strategy for the future. In his annual address to the Commission, Executive Director Stacy Spann recognized the many efforts made by HOC staff throughout the year to serve customers and their families. His review included HOC’s ability to provide customer programming and services that have impact at scale; as well as the ways HOC helps customers share their personal journeys and tell their own stories. Attendees viewed a video testimonial of customer Oswaldo Montoya, where he recounted how his participation in the Fatherhood Initiative program has helped him improve his parenting and leadership skills.

In addition, Mr. Spann discussed HOC’s unique approach to service delivery, focusing on serving not only the whole customer, but the whole family. Furthermore, he reiterated the agency’s commitment to providing Community-Connected Housing through the creation of communities and promotion of services that encourage and cultivate social interaction, helping build strong relationships between neighbors. Attendees viewed HOC’s Year-in-Review video, which illustrated our agency’s mission and core identity as Housers. As Housers, we focus on just three objectives: (1) getting people housed; (2) keeping people housed; and (3) helping customers reach their fullest potential. These objectives provide a roadmap for our 2018 – 2022 Strategic Plan, setting concrete performance measures for how we serve families into the future.
