Good Neighbor Approach
to the Development Process

The Housing Opportunities Commission is committed to developing properties in Montgomery County with full input from the community. HOC develops and acquires housing in the context of the county’s existing statues and policies. Open forums provide opportunities for public input during the process.

The following steps are followed by HOC when considering the purchase or development of housing properties in Montgomery County:

  1. HOC negotiates to buy property

  2. A development feasibility study is initiated

  3. A contract for the building is signed

  4. HOC sends letters and fact sheets to community leaders and residents

  5. Information is posted on HOC's website

  6. HOC runs legal ads in two newspapers (Journal and Gazette)

  7. HOC staff holds meetings with residents and community leaders to get feedback

  8. Members of the public may send written testimony to the Commission

  9. A public hearing is held at which members of the community may testify before the Commission

  10. Members of the public may send letters to the Commission

  11. The Commission determines whether to proceed with the development

  12. If the Commission decides to proceed, financing is secured

  13. HOC buys the property
