Shauna Sorrells (1972–2019) was a transformative leader whose career was defined by an unwavering commitment to affordable housing and community advocacy. Although she was with the Housing Opportunities Commission (HOC) for just four years in her roles as Director of Legislative and Public Affairs and Chief Operating Officer, Shauna left an indelible mark on the agency and the Montgomery County community.
The Shauna Sorrells Memorial Inspire Award pays homage to her legacy by honoring individuals or groups that have had a similarly significant impact on enhancing the lives of HOC customers over the previous year.


Shauna Sorrells elevated the HOC’s profile and spearheaded vital fundraising initiatives, including our signature Inspire Celebration.
Her professional journey began in marketing with the American Academy of Family Physicians and the United Way, but her passion for service led her to the U.S. Department of Housing and Urban Development (HUD). Rising from intern to Director of the Office of Public Housing Programs, she earned numerous prestigious accolades, including four Secretarial Awards. Shauna championed a holistic approach to housing, recognizing that stable homes are the foundation for health, education and employment.
Beyond her technical expertise, Shauna was a “force of nature” — intelligent, witty and a devoted mother. To honor her legacy, HOC and Community Partners established the Shauna Sorrells Memorial Award to recognize those individuals and organizations that embody her dedication to the underserved. Her life was a powerful example of how one individual’s passion can improve the lives of tens of thousands.
Founded in 1985, the Resident Advisory Board (RAB) is a jurisdiction-wide resident organization that continuously works to bring residents’ concerns, ideas and recommendations for change and improvement to HOC for action. Among the RAB’s responsibilities:
