Housing Justice Act & Application Guidelines

HOC Housing Application Guidelines outline HOC’s general application process and the requirements surrounding the credit and criminal background screening in accordance with the Montgomery County, Maryland Housing Justice Act. These guidelines provide equal housing opportunities for all qualified residents and applicants. HOC’s applicant screening criteria are intended to protect the safety and well-being of residents, staff, the community, and HOC properties. In the selection of residents for HOC programs, services or activities, it is unlawful to discriminate on the grounds of race, color, gender, gender identity, religion, national origin, citizenship status, familial status, marital status, partnership status, military status, lawful occupation, sexual orientation, disability, lawful source of income, or on the grounds that a person is a victim of domestic violence, dating violence, sexual assault, or stalking. Qualified residents or applicants will not be excluded from participation in, be denied the benefits of, or be otherwise subject to discrimination under HOC’s programs.

Furthermore, HOC explicitly forbids any form of retaliation against residents or applicants. Upholding these principles, HOC fosters an environment that is equitable, inclusive and respectful to all individuals involved in its housing programs and activities.
