Addressing the severe shortage of affordable housing in Montgomery County will require agility, innovative partnerships, adoption of state-of-the-art technologies, and nationally acclaimed financial tools. The Housing Opportunities Commission (HOC) is committed to meeting that challenge.
HOC is utilizing the innovative Housing Production Fund (HPF) to provide low-cost construction financing for self-sustaining mixed-income developments. The seven projects currently in the HPF pipeline will create 6,000 new homes in the next 20 years – 1,800 of which will be permanently affordable.
The newly created Nonprofit Preservation Fund (NPF), in which HOC has partnered with the Montgomery County government, will support the acquisition and preservation of naturally occurring affordable housing.
HOC Bridge is an innovative program that provides rental assistance payments directly to recipients, rather than through a contract with a landlord. This local program can be easier for recipients to use, result in substantial long-term benefits to them and maximize administrative efficiency for residents and HOC. HOC Bridge was developed in partnership with the Housing Solutions Lab at the New York University’s Furman Center and is funded by the Montgomery County Department of Housing and Community Affairs (DHCA).
