Job Description:

This is a supervisory position responsible for agency compliance with regulatory obligations including, but not limited to, Affordable Housing Programs, Real Estate Bond Financing and Davis Bacon Wage requirements-including training and annual reporting. This employee will be the focal point in monitoring, leading and supporting the implementation of Compliance programs, policies and practices related to all agency rental programs and serve as an inter-agency consultant to ensure that all divisions are in compliance with federal, state and local regulatory requirements. The employee will provide supervision and guidance to staff on how to research files and records in order to prepare necessary documentation for proper and thorough investigations. Will manage and monitor compliance reporting, investigate, follow-up and resolve matters that may arise. Will compile statistical data, prepare reports and written correspondences. Oversight of site visits, desk audits, and external agency audits to ensure program compliance. The incumbent is also responsible for agency-wide fair housing compliance, including oversight of the reasonable accommodation process. In particular, the incumbent must demonstrate their knowledge and familiarity with Fair Housing, Americans with Disabilities Act, and Section 504 regulations. In addition, will conduct fair housing analyses and submits reports; handles complaints filed internally and externally; resolves customer conflicts, investigates complaints; and ensures HOC follows fair housing marketing regulations for its units. The employee will, alongside the Chief Compliance Officer, plan and coordinate functions of the unit, make recommendations for corrective action, new procedures and policies, evaluate methods to improve services to clients, division staff and the agency. Will provide increased employee awareness and knowledge of compliance policies. Coordinates with divisions and departments to incorporate specific compliance issues into compliance training. The individual must rely on his/her expertise in administering programs, and be able to research and expand their expertise quickly and efficiently. Will perform other related duties as required, including familiarizing oneself with all facets of the divisions requirements and assuming responsibilities in the absence of the Chief Compliance Officer.

Preferred Skills:

Experience: Five years’ experience in tax credit or subsidized housing, real estate or property management.

Education: Graduation from an accredited college or university with a Bachelor’s Degree in Social Sciences, Business Administration or related field. (Master’s Degree preferred).

Knowledge, Skills and Abilities:

  • Knowledge of housing program development and monitoring, landlord tenant laws, fair housing, compliance, and housing policy. Skills include policy development, critical thinking, needs assessment, and record keeping.
  • Knowledge of Federal, State and local laws pertaining to affordable housing program.
  • Ability to review and understand various legally oriented material including Federal Regulations and Federal Agency Handbooks
  • Housing Credit Certified Professional or other accredited Tax Credit Certification.
  • Must hold a Housing Choice Voucher Certification or have the ability to obtain within the first six months of employment.
  • Certified Assisted Housing Manager Certification, a plus.
  • Certified Regulatory Compliance Manager (CRCM), a plus.
  • Technical knowledge of Occupancy Requirement of Subsidized Multifamily Housing (HUD 4350.3), Low Income Housing Tax Credits (LIHTC) and HOME rules and regulations.
  • Excellent communications skills, both oral and written, and the ability to speak effectively in public.
  • Demonstrated experience with various computer software programs including MS Office and Database Administration. Familiarity with Yardi preferred.
  • Good interpersonal skills and the ability to interact with people of varied backgrounds.
  •   Excellent analytical skills a must.
  • Ability to communicate effectively both orally and in writing.
