Job Description:

  • Supervise, encourage and motivate assigned staff. 
  • Oversee Division personnel activity, including training plans, career advancement and staff performance plans and results. 
  • Manage and consistently improve the delivery of customer service through the division.   
  • Review and evaluate the effectiveness of the Division and make recommendations for new policies and procedures.   
  • Serve as the Division Director in the absence of the Division Director with other HOC divisions, local, state and federal agencies and officials and the general public.  This includes attendance at meetings and presentation of reports on behalf of the Division Director as well as the preparation of correspondence relating to projects and programs of the division
  • Manage the Regional Property Manager and Asset Managers. 
  • Research and evaluate existing division policies and procedures and investigate alternative solutions by, among other things, contacting other divisions and agencies.  Review and analyze proposed local, state and federal legislation to determine its effect on division programs and activities.  Identify and propose new programs and administrative policies, programs and procedures.  Assist in the training of staff relating to adopted policies and procedures.
  • Conduct data collection, analysis, special projects and assignments to manage and improve operation processes, service delivery, productivity and performance. 
  • Manage information flow.  Recognize urgency of deadlines and information and adjust meetings accordingly, apprise the Director, identify and bring to the Director’s attention only those matters that require immediate attention and/or are of the utmost importance.  
  • Proactively initiate and assess needs for additional presentation materials and reporting used by the Director for business planning and meetings.  Create, compile, maintain and archive various staff product and business data; maintain reports, databases and charts using software applications that may require an advanced level of software, systems and/or business knowledge.  Information at times may be complex, cyclical, sensitive and highly confidential in nature and based on an in-depth knowledge of business unit-specific policies, processes, and procedures. 
  • Independently lead special and ad-hoc projects related to the Division’s activities.  Work at times may be complex, cyclical, sensitive and highly confidential in nature and based on an in-depth knowledge of business unit specific policies, processes and procedures.   
  • Foster successful relationships through direct interaction with peers, professionals and others.  Partner with management and employees to build a collaborative working environment while promoting leadership, exercising good judgement and professionalism.
  • Coordinate logistics of internal and external meetings and events.
  • Provide monthly statistical data on division metrics, including budget variances.
  • Participate in Senior Executive Staff meetings in the absence of the Division Director.
  • Participates in special projects.
  • Perform related and other duties as assigned.

Preferred Skills:

  • Bachelor’s degree in Public Administration, Public Policy, Business Administration, Real Estate Development or related field.  A Master’s degree is a plus/preferred.
  • Six years of progressively responsible experience in the area of affordable housing to include Property Management, Public Housing, Low Income Housing Tax Credit (LIHTC), MPDU’s and Housing Choice Voucher.
  • Minimum of one year proven Supervisory experience.
  • Ability to communicate effectively both orally and in writing and to write clear concise reports.
  • Ability  to establish and nurture relationships with stakeholders, regularly inviting feedback and suggestions
