Job Description:

The Chief Maintenance Officer is an employment-at-will position governed under the terms and conditions of HOC’s Executive Leadership Service. The position is part of the Executive Management Team and reports to the Chief Real Estate Officer.

This position is responsible for the oversight of maintenance repairs, replacements, custodial services and capital improvements to the physical structures of HOC housing units. Also responsible for overseeing and coordinating all HOC HUB maintenance operations, fire and safety programs and equipment inventory control. Will direct maintenance managers and supervisors and coordinate all property maintenance functions to ensure that the condition and appearance of the properties meet HOC standards. Ensures a high level of quality production and customer service; monitors work in progress and performs spot-inspections on completed work. Select, train, motivate, and direct maintenance personnel; Evaluate and assure review of work for acceptability and conformance with division standards, including program and project priorities; work with supervisors and employees on difficult performance issues; implement discipline and termination procedures; respond to staff questions and concerns. Oversee preventative maintenance and/or repairs to heating, venting and air conditioning system, electrical wiring, plumbing system, and physical structures both exterior and interior as required. The Chief Maintenance Officer coordinates and confers with contractors and supervisors to ensure production schedules are attained; confers with staff and residents to resolve maintenance problems; interprets agency policy for staff and designs/enforces safety regulations; ensures compliance with local, state and federal requirements regarding maintenance related projects. The incumbent will also work closely with HOC’s Asset Managers and third-party property management contractors to coordinate maintenance repairs and capital projects. Participates in the preparation of property operating and capital budgets, submitting budget recommendations, preparing cost estimates and monitoring expenditures.

Preferred Skills:

Minimum Qualifications:
• Requires a BA in Engineering or Business Management or equivalent experience.
• Requires a minimum of eight years of experience in maintenance operations, preferably in a union environment.
• Minimum of five years managerial/supervisory experience of skilled maintenance technicians.
• Self-driven, highly motivated person with excellent leadership, communication, interpersonal, organizational, decision making and problem solving skills.
• Prior project management experience managing maintenance and capital projects.
• Effective language skills, writing skills, mathematical skills, reasoning ability and customer service.
• Proficient in MS Office Suite to include MS Word, Outlook, Excel and PowerPoint.
• Extensive experience in the maintenance of multifamily dwellings to include electrical, plumbing, heating, venting, and air conditioning systems,  carpentry, paint and drywall repairs, glass and windows, roofs, foundations and other related trades, as well as interior and exterior building maintenance.
• Valid driver's license, good driving record and own transportation required.
