Job Description:

Salary Commensurate with Experience

This is a professional management position responsible for supervision of professional staff, establishing and maintaining work standards, coordinating work functions, assignments and work planning. Requires managerial skills that will work to expand and develop staff capabilities. Requires the ability to plan and manage the daily activities of the division in a productive and efficient manner. Responsible for directing and implementing the services and activities of the Service Centers and coordination with other divisions and governmental departments. The individual will provide technical expertise, recommendations and assessment of the various programs within the Division. The Assistant Director acts as Director of Housing Resources in the absence of the Division Director.

Requires knowledge of the principles and practices of administration and management, budgeting and fiscal analysis of federal, state and local laws and regulations to administer the Housing Choice Voucher Program and other HOC housing programs and services. The employee plans and coordinates with consultation of the Division Director the functions of the Division and implements new procedures to improve methods of providing services to clients. The employee recommends changes and modifies existing guidelines to address changes in regulations, technology and workforce. The work involves analysis and assessment of a wide range of processes and methods to coordinate the Housing Choice Voucher with other jurisdictions. The employee’s ability to successfully plan, organize and direct the activities and staff of the division has a direct impact on the quality of the services provided to clients, landlords and community.

Preferred Skills:

  • Graduation from an accredited college or university with Bachelor's degree in Social Sciences, Business Administration or related field (Master’s degree preferred).
  • Six years of progressively responsible experience in subsidized housing.
  • Progressive supervisory experience including working with union personnel preferred.
  • Extensive and advanced knowledge of affordable housing products and related services.
  • Certification in the Housing Choice Voucher program is required. Individuals must have passed, or will pass within six (6) months of hire, the Housing Choice Voucher Program regulations certification exam.
  • Knowledge of Federal, State and local laws and regulations pertaining to subsidized housing programs.
  • Ability to communicate well, and to speak effectively in public.
  • Good interpersonal skills and the ability to interact with people of varied backgrounds.
  • Knowledge and experience in supervision.
  • Market and training experience.
  • Ability to use computer software, such as Microsoft Office Suite.
