HOC Commissioners are appointed by the County Executive with the concurrence of the County Council. Commissioners serve on a volunteer basis for five-year terms and represent the policy-making body of the agency.
Commissioners are responsible for reviewing and approving the policy and business decisions for HOC. The day-to-day management of HOC is the responsibility of the President/Executive Director. HOC staff report to the President/Executive Director.
The officers of the Commission consist of a Chair, Vice-Chair, Chair Pro Tem, and a Secretary-Treasurer. The Chair, Vice-Chair, and Chair Pro Tem are elected at the annual meeting and hold office for one year or until their successors are elected and qualified. In case of a vacancy, the Commission shall elect a successor from the remaining Commissioners at the next regular meeting and such election shall be for the remaining unexpired term. The Commission appoints the Secretary-Treasurer, which is generally the President/Executive Director.
