HOC Commissioners are appointed by the County Executive with the concurrence of the County Council. Commissioners serve on a volunteer basis for five-year terms, and represent the policy-making body of the agency. Commission meetings are public and generally held the first Wednesday of each month, beginning at 4:00 p.m. Click here to access the new HOC Commission Connections website, where you will find complete, up-to-date information about all HOC Commission and Committee meetings.

The Commission adheres to Bylaws, which may be amended from time to time. To view the most current set of bylaws, click here.
The Commission and its three Committees are “public bodies,” as defined by the Maryland Open Meetings Act (OMA). Accordingly, all meetings must comply with the OMA. More information about the OMA can be found on the OMA’s website

The Commission must comply with the Maryland Public Information Act (PIA), which is similar in purpose to the Freedom of Information Act (FOIA). More information about the PIA can be found here.
