HOC has three committees: the Budget, Finance and Audit Committee, the Development and Finance Committee and the Administrative and Regulatory Committee. The Committees are “public bodies” as defined by the Maryland Open Meetings Act (OMA).
Committee appointments are made by the Chair of the Commission in consultation with other Commissioners. The appointments are reviewed annually.

The Budget, Finance and Audit Committee (BF&A) was established on July 10, 1996, via resolution 96-79. The BF&A consists of three Commissioners. The Committee establishes procedures for the conduct of its meetings. The staff liaison is the Chief Financial Officer.
The Development and Finance Committee (DevFin) was established on March 6, 2002, via resolution 2002-21. DevFin consists of three Commissioners. The Committee establishes procedures for the conduct of its meetings. The staff liaison is the Chief Real Estate Officer.
The Administrative and Regulatory Committee (ARC) (formerly known as the Legislative and Regulatory Committee) was established on February 27, 1985 via resolution 85-38. The ARC consists of three Commissioners. The Committee establishes procedures for the conduct of its meetings. The staff liaison is the head of the Director of Government Affairs.

Committee meetings are subject to the OMA. Public participation in the Committee meetings must follow the requirements of the OMA. There is no community forum during Committee meetings.
