The Housing Opportunities Commission of Montgomery County (HOC) will soon be transitioning to the OpenGov eProcurement platform for publication of all solicitations and receipt of vendor responses. Vendors interested in doing business with HOC will receive an email directing them to register their account today to begin receiving email notifications for HOC’s RFP/IFB opportunities. Registration with OpenGov will be required, however, there is no cost to vendors.

Lenders

HOC relies on its lenders to collaborate in programs enabling first-time homeownership for HOC customers. HOC does not charge a fee for lender participation. Lenders do not receive allocations of funds. Lenders are not restricted to any fixed amount of origination. Approved lenders are required to receive training before originating loans.

Landlords

HOC works with trusted, verified landlords throughout Montgomery County to provide its customers with safe, stable affordable housing. Qualified landlords may receive subsidy payments directly from HOC on behalf of its customers and are responsible for collaborating with HOC to provide customers with high-quality affordable housing throughout their tenancy.

Vendors

HOC hires vendors to provide a variety of goods and services to enable the agency to operate effectively, respond to the affordable housing needs of existing and future HOC customers and to provide pathways to self-sufficiency for our customers through our award-winning programs.

Contractors

HOC contracts for a variety of services, including but not limited to electrical, plumbing, HVAC, grounds maintenance, exterminating, cleaning, painting and refuse collection. We also require the professional expertise of architects, engineers, consultants, computer support teams, insurance providers and more.

RFPs and IFBs

HOC utilizes the OpenGov web-based electronic bidding and vendor management system to publish and receive responses to all Requests for Proposals (RFPs) and Invitations to Bid (IFB). Access all HOC solicitations.

Prospective vendors are required to submit a free registration to sign up.
