Section 3 Program

The HOC Section 3 Program fosters local economic development, neighborhood economic improvement and individual self-sufficiency by providing jobs for HOC customers and other low-income individuals. HOC contracts that are funded by the U.S. Department of Housing and Urban Development (HUD) are awarded to contractors that share HOC’s commitment to continually bettering Montgomery County by participating in the Section 3 Program.

Section 3 Opportunities Plan

Contractors must complete a Section 3 Opportunities Plan for all work performed under any contract with HOC that is funded all, or in any part, by HUD. Contractors are required to complete a Section 3 Opportunities Plan to articulate the commitment of HOC’s contractors to provide jobs for HOC customers and other low- and very-low income residents of Montgomery County.

A Section 3 Opportunities Plan must be completed for each RFP, RFQ, or BID response submitted. Failure to include a completed Opportunities Plan may result in non-consideration of the entire submission.

Section 3 Pre-Employment Income Status Form

To help HOC meet our Section 3 Program goals and comply with program requirements, contractors must complete a Pre-Employment Income Status form prior to working with HOC.
