FAQs

What types of goods and services is HOC looking for?

HOC contracts out for many different services, including electrical, plumbing, HVAC, grounds maintenance, exterminating, cleaning services, painting and refuse collection.

Professional services are also required from architects, engineers, consultants, computer support teams and insurance providers.

We also purchase many commodities such as construction materials, plumbing, janitorial and electrical supplies, appliance parts and other miscellaneous maintenance supplies.

How can I become a vendor to HOC?

It's easy. First, have your company placed on the HOC Bidders List by going to Montgomery County Central Registration System and selecting register. You will be sent formal Invitations for Bids and Requests for Proposals in areas relevant to your business. All formal solicitations are advertised locally and distributed to those on the appropriate bidders list. Also, bids are advertised on our website. Click here to review current invitations for bids. Bid documents may also be obtained from our Kensington office.

Next, send in the winning bid! Competition is keen in many areas, so a sharp pencil is a necessity.

Montgomery County Inter-Agency Central Vendor Registration System is in production!

This system is a collaborative effort from Montgomery County Government, Montgomery College, Montgomery County Public Schools, and Housing Opportunities Commission.

It is the one-stop registration system for companies who are interested in providing goods and services to one or more county agencies’ procurement offices. It allows potential vendors to create and maintain its registration at no financial cost, ensuring county agencies always have up-to-date vendor information.

Beyond the criteria in the illustration, what other factors are important for HOC procurements?

Every procurement is different. To that end, the RFP will outline the key criteria for each proposal and their respective weights.

What are the benefits of partnering with HOC?

Does HOC encourage partnership/teaming among vendors to respond to an RFP?

Absolutely! Like most RFPs, the selection team will look to the vendor(s) with capacity, knowledge and expertise.

Will the information presented be available after the fair?

Yes! Via landing page on the HOC website and via email following the event.

How do I join your procurement distribution list? How do people get added to the vendor list?

  • If you have registered for this event, you will be added to our distribution list.  

  • To be added to our vendor list, you must:

    • Register with the Montgomery County Central Vendor Registration System (CVRS)

    • It's a free, one-stop registration system for companies who are looking to do business with HOC, MCPS, Montgomery College, Montgomery County Government, the City of Rockville, and the Maryland-National Capital Park and Planning Commission

How long does the RFP process take?

Every procurement is different. On average, it takes 6 months to a year to go from planning, advertising/public notice, pre-proposal conference/site visits, question and answer periods, formal evaluation and interviews, vendor selection/award, contract negotiations, and contract execution

Does HOC have multi-year contracts available?

  • Yes, we can offer a multi-year agreement

  • Generally speaking, agreements include an initial term and 1-year optional renewals

  • Generally speaking, terms will not be for longer than 5 years total

What are the insurance (and other) requirements?

  • Insurance requirements vary based on the project or nature of the services that are being provided.

  • Our formal solicitations include detailed breakdowns of the requirements

  • Insurance requirements are determined by our Risk Management Dept and Legal team

What steps exist for vendor/contractor performance evaluation and termination (as applicable)?

  • Performance is an ongoing process.  It could involve the Contract Administrator, a Project Manager, our Compliance Division, the Executive Director, all the way up to the Commission.

  • Generally speaking, steps will be laid out in the solicitation documents.

How do I re-engage/renew my contract with HOC?

  • Simply look for upcoming opportunities, reach out to your HOC Project POC, Contract Administrator or contact our Procurement Office.  

  • Check our website periodically for new solicitations

What is a Purchase Order? What is the vendor payment process?

  • A Purchase Order is an official order or “contract” between the Agency and a seller for goods or services.  A PO is an agreement that specifies types and quantities of goods and services to be provided at an agreed upon price.

    • Once the vendor File is created, a PO will be generated.  All invoices, bills and/or drawls will be processed against the PO

    • Once the invoice with the associated PO is approved, a check will be cut for the invoiced amount.
