Under Montgomery County rent stabilization law, annual rent increases are generally capped at the Consumer Price Index for All Urban Consumers (CPI-U, or inflation rate) plus 3%, with a maximum limit of 6% per year, whichever is lower. This means landlords of rent stabilized buildings, including HOC, cannot adjust rent above that limit unless the County approves an exemption, such as for substantial renovation or major capital improvements. This cap does not apply to properties that are exempt from rent stabilization law.
