The HOC Homeownership Program (HOC/HOP) is open to all residents in HOC-owned or affiliate developments with an income of $40,000 or more. An HOC resident who is committed to purchasing a home must submit an application for participation in the HOC/HOP. The application is reviewed for credit readiness and estimation of buying power.
Once in the program, Moderately Priced Dwelling Units (MPDUs) offered by Montgomery County are marketed to and reserved for HOC/HOP participants. The MPDUs reserved are then purchased directly from the builder by the matched HOC/HOP participant. HOC monitors the accepted units through settlement, if the borrower received MPP financing.
Eligibility for HOC/HOP MPDU program:
- You must be a current HOC resident (see below):
- Applicant who pays rent directly to HOC
- Applicant who receives rental assistance through HOC but pays rent to another landlord
- Applicant who lives in a HOC managed financed or owned property
- Must have a minimum household income of $40,000
- Must have a minimum credit score of 640
- Must have a good rental history
- Submit completed application with ALL required documents (incomplete applications without ALL required documents will not be processed)

Once you have submitted your application:
- The Homeownership Specialist will review your application and credit report to determine what course of action should be taken to help you become a homeowner.
- Allow two to three weeks for normal processing time after receipt of your application; a letter will be sent directly to you outlining your next step.
