New HCV Program Vouchers Paused

On June 30, 2026, HOC received unexpected communication from the U.S. Department of Housing and Urban Development (HUD) regarding a funding deficit in the HCV program. This deficit is due to HUD’s recapture of reserves that HOC was planning to use to help fund the HCV program. As a result of this “shortfall,” HOC is currently unable to issue any new vouchers under the HCV program, with some limited exceptions. Due to these funding restrictions, HOC has paused processing new applications and program orientations for most housing vouchers at this time.

As we work to resolve the situation, current HOC Wait List applicants maintain their place on the Wait List. Households can still apply for vouchers and other housing assistance at hochousingpath.com.

Importantly, HOC is continuing to process vouchers for applicants that are eligible for Veteran Affairs Supportive Housing (VASH), Statewide Voucher Program and Project Based Voucher (PBV) Programs.

What Can HCV Applicants Do?

There is no action required of HCV program applicants at this time. HOC is doing everything it can to provide Wait List applicants with affordable housing assistance as soon as possible. HOC will contact HCV applicants to redetermine their eligibility for the program as soon as funding allows.

Can I still apply for the Wait List?

Yes, the Wait List will remain open for applications.

When will the shortfall be over?

HOC is working with HUD to resolve this issue as soon as possible.

When will HOC start issuing vouchers to new applicants?

We anticipate resuming voucher issuance to new applicants in the early spring of 2027.

If I was deemed eligible and my application wasn’t processed will I have to resubmit the certification materials?

Yes, you will have to update your information once funding becomes available.

Will applicants who completed the certification process retain priority once funding becomes available?

Yes, applicants affected by the shortfall will retain their place on the waiting list, and be contacted once funding is available.

Is anyone still receiving vouchers?

The shortfall currently affects voucher issuance for the Housing Choice Voucher (HCV) program. HOC is still processing applicants for Veteran Affairs Supportive Housing (VASH), Statewide Voucher, and Project Based Voucher (PBV) Programs.

Are relocations affected by the shortfall?

No, if you are an existing participant you still can relocate with the voucher.

Can my voucher be extended?

Yes, HOC is currently still granting voucher extensions if requested prior to the voucher expiration date.

Can I port my voucher to another jurisdiction?

Yes, you may port your voucher to another jurisdiction.

I want to port my voucher to Montgomery County. Are you currently absorbing vouchers?

HOC currently is not absorbing vouchers.

Is there anything I need to do to prepare when the shortfall is over?

Once the shortfall has ended, please make sure you update your Housing Path profile with any new information.
