The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services and day care.
The Accounting Supervisor is a senior level role in the Finance division. The incumbent will be responsible for managing and ensuring the integrity of accounting functions. They will use analytical skills and professional accounting knowledge to work with internal and external HOC customers.
Responsibilities:
- Responsible for monitoring and reviewing the work of Property Accountants to assure completeness and accuracy of the accounting transactions and financial reporting of HOC properties
- Oversee timely monthly, quarterly and year-end financial close for HOC properties.
- Review monthly and quarterly JE batches from several properties such as prepaid, accruals, depreciation, mortgage payable, interest among others to ensure proper accounting coding
- Review monthly bank reconciliation for multiple properties to assure the accuracy of financial reporting
- Closely working with the real estate department for under construction or Rehab properties draws and payment
- Review audit schedules for fiscal and calendar properties, review the audited financial statement, DHCD or REAC filling and tax return
- Responsible for the quarterly P&L, Balance Sheet and Budget vs Actual variance analysis; identify discrepancies and provide adjusting entries recommendations
- Perform other related duties as assigned
Required Qualifications:
- Requires a Bachelor’s degree in Accounting, Finance, or related field
- At least 4 years of experience as an Accountant with at least one year of supervisory experience
- Knowledge of modern office practices and procedures related to accounting
- Knowledge of, or ability to acquire knowledge of, governmental laws, rules and regulations governing accounting activities at HOC
- Ability to develop and implement improvements in accounting methods, procedures forms and records.
- Knowledge of computerized spreadsheets, databases and computerized accounting systems.
- Keen analytic, organization and problem-solving skills which allows for strategic data interpretation versus simple reporting.
- Ability to handle multiple tasks with competing deadlines.
- Ability to communicate effectively, both orally and in writing.
- Ability to plan, direct and coordinate the activities of the accounting department
