Kensington, Md. – The Housing Opportunities Commission of Montgomery County (HOC) and KGD Architecture were honored as recipients of the 2025 Award of Excellence in the Best Multi-Family Project: Montgomery County category for their work together on The Leggett and Silver Spring Recreation and Aquatic Center (SSRAC).
The award was presented by the local chapter of NAIOP, the Commercial Real Estate Development Association, at its Annual Awards of Excellence Gala on October 23, 2025 at the Waldorf Astoria in Washington, D.C. NAIOP celebrates local real estate achievements across Washington, D.C. and suburban Maryland.
Located in the heart of Silver Spring, The Leggett is a 267-unit, 16-story, mixed-income, multi-use community that sets a standard for senior apartment living. The building offers one- and two-bedroom homes for county residents aged 62+ years, with 238 apartments designated affordable.
The SSRAC, situated beneath the residential building, is a 120,000-square-foot state-of-the-art county recreational and aquatic facility. The building also houses a Holy Cross Health clinic.
Also in October, The Leggett and SSRAC were awarded the AIA Potomac Valley Commendation Award for Multifamily Architecture. The AIA Potomac Valley Jurors stated, “This mixed-use development is a true gift to the neighborhood. The jury was impressed with its strong social impact, especially the commitment to a community-focused design. With new pools, a health center, and dedicated senior living, the development shows a real understanding of the community’s needs, creating a new, vibrant hub for everyone to enjoy.”
AIA Potomac Valley is a local chapter of the American Institute of Architects, based in College Park, Md. The Chapter’s territory includes Charles, Prince George’s, Montgomery, Frederick, Washington, Allegany, and Garrett counties.

As Montgomery County’s designated Public Housing Authority and Housing Finance Agency, HOC serves approximately 17,500 renter households, owns more than 9,400 rental units and has provided mortgages to nearly 1,200 first-time homebuyers. HOC has also financed more than 4,000 affordable units for other developers and currently is working on 13 projects with 3,270 units (1,812 affordable) in various stages of development, including new construction and renovations.
