KENSINGTON, MD. On June 9, 2021, Executive Director, Stacy L. Spann of the Housing Opportunities Commission of Montgomery County (HOC), Montgomery County’s public housing agency, announced he will be leaving the post after nearly a decade of service.  Under Executive Director Spann’s leadership, HOC significantly expanded affordable housing opportunities in Montgomery County during his tenure utilizing a mixed-income development strategy and leaves the agency poised to deliver a strong pipeline of units in the near future.

During Spann’s term, the agency partnered with best-in-class private sector construction, development, financing and programmatic partners to meet its mission, grew its portfolio and deeply invested in Montgomery County communities.  The agency garnered numerous accolades and awards while significantly expanding its footprint within the county, the number of units under its control and supportive services offered to individuals and families across Montgomery County.

“The past decade has been the highlight of my professional life and a source of tremendous personal pride,” Spann wrote in a communication to the Board. “This agency, its team, and its Commissioners are exceptional…I cannot help but be emotional as this role and service to this agency have provided an extraordinary range of experiences.”

“Stacy’s vision and commitment to serving this agency and its customers over the last decade has been unparalleled,” said HOC Chair Roy Priest. “Though he will be missed, he has built an incredible team of individuals, critical partnerships, and a robust framework that will ensure HOC continues to meet the promise of its affordable housing mission well into the future."

The Commission will conduct a search for Spann’s replacement over the ensuing weeks.

To accomplish these goals, HOC acts as an owner, operator, and vertically-integrated developer, focusing on three things: getting people housed, keeping people housed, and helping customers reach their fullest potential. HOC provides affordable housing resources to nearly 15,000 Montgomery County residents, owns more than 8,000 rental units, and provides assistance to more than 7,000 low-income households – many of whom are elderly and persons with disabilities – through the Housing Choice Voucher program.
