Building the Future of Silver Spring
The redevelopment of Elizabeth Square represents the vibrant resurgence of a key section of downtown Silver Spring. Four mixed-income, mixed-use multifamily residential buildings will provide more than 900 homes. The Silver Spring Recreation and Aquatic Center (SSRAC) offers recreation and meeting spaces, while the Holy Cross Health Center – integrated into The Leggett senior residence – provides essential health services to the entire surrounding community.
Adjacent to Elizabeth Square will be the new headquarters (“HQ”) of the Housing Opportunities Commission (HOC). Work on the nine-story headquarters building located at 1328 Fenwick Lane began in early May 2024 and is designed with the top floor as a +/- 3,500 square foot amenity floor for all building occupants. The main entrance to the lobby is at the corner of Fenwick Lane & Second Avenue. HOC is exploring options for the first floor to provide service amenities to its customers and the larger community.

Specific Project Updates
Elizabeth Square Demolition: September 2025 Update
The Montgomery County raze permit for the final demolition of Elizabeth House was issued 9/3/2025 and work will begin on Monday 9/8/25 with removal of roof material. Residents in the nearby vicinity can expect more onsite activity over the next several months. This work will at times be noisy as heavy small-scale structural demolition commences. The contractor will perform hourly sound monitoring around the perimeter of the site to assess noise levels.
Elizabeth Square Demolition: April 2025 Update
- The demolition contractor will begin to mobilize the required equipment, which means at the site there will be a larger presence of work trucks and construction vehicles with equipment.
- Demolition work will occur floor by floor, from the top down, starting with the wings of each floor and proceeding to the core of the building. This ensures the demolition work will not affect adjacent structures.
- Perimeter fencing will continue to ensure the site is secure and pedestrians cannot access the site.
Housing Opportunities Commission Headquarters: April 2025 Update
- Exterior offsite work to the sidewalks on Fenwick Lane and 1st Avenue.
- Relocation work for various utility companies that will impact Fenwick Lane.
- Installation of terra cotta siding will begin toward the end of the month.
With the simultaneous work underway for the new HOC HQ and the demolition of Elizabeth House, residents should expect traffic and heavy vehicle congestion at the intersection of Fenwick Lane and 2nd Avenue for the next several months.
