Preserving Affordability

Discover how the HOC’s Real Estate Development Division strategically safeguards and enhances the architectural heritage of Montgomery County through our Acquisition/Preservation efforts, ensuring the availability of affordable housing options throughout the county.

An important tool for that effort is the Nonprofit Preservation Fund (NPF). The NPF is a partnership between Montgomery County and HOC to provide low-interest, medium-term loans to support the acquisition and preservation of naturally occurring affordable housing by nonprofit and public developers in the County. Our first NPF transaction in February 2025 preserved the affordability of more than 800 apartment homes in high-cost Bethesda.
