Carlos R. Bonner

Carlos R. Bonner is the Vice President of Real Estate Development for the Housing Opportunities Commission. As the executive leader of the Real Estate Development Division, Mr. Bonner oversees the structuring, execution, and governance of all growth initiatives, ensuring alignment with HOC’s mission, financial objectives, and long-term strategic priorities. He is responsible for driving the agency’s enterprise growth through the strategic development of its real estate portfolio, capital raising, joint venture partnerships and targeted acquisitions. Mr. Bonner also serves as a senior leader and key advisor to the President/Executive Director and Senior Executive Vice President.

With more than 25 years of experience in commercial real estate, Mr. Bonner has delivered over $3.5 billion and 9.1 million square feet of multifamily, mixed-use and master-planned development across the Mid-Atlantic and nationally. His background includes senior leadership roles at MCB Real Estate, Middleburg Communities, Cedar Realty Trust, Jair Lynch Real Estate Partners, and Skanska, where he led major urban, mixed-income, and public-private partnership projects.

Mr. Bonner holds a Masters of Business Administration in Finance and Real Estate from The Wharton School and a Bachelor of Arts in Economics from Morehouse College. He serves on several nonprofit and institutional boards and is an active member of the Urban Land Institute, Lambda Alpha International, District of Columbia Building Industry Association and the National Association of Industrial and Office Properties (NAIOP) — the Commercial Real Estate Development Association.
