Richard Congo joined the Housing Opportunities Commission in October 2022. Mr. Congo brings to HOC over 36 years of information technology experience, as well as more than 23 years of experience in the housing industry. Mr. Congo has worked at the Alexandria Housing Authority, Virgin Islands Housing Authority, Prince George’s Housing, Fort Worth Housing Solutions and District of Columbia Housing Authority.
Mr. Congo has managed IT budgets that included ERP implementations, Cyber Security protocols, and Cloud Services management. He has directed and managed IT departments of various sizes and has provided consultant advice to smaller public agencies. Mr. Congo’s wealth of experience enhances the services and products we provide to internal and external customers and ensures that our use of information technology is optimized and our data is secure. Mr. Congo earned a Bachelor of Science degree in Information Technology from Drexel University.
