Job Description:

Salary Commensurate With Experience

This is a professional and technical management position which is responsible for the administration of inspections for the Housing Opportunities Commission through the contract administration of third party inspection contracts, the management of related landlord services operations, as well as the overall management of the Office of Inspection Services. The incumbent also serves as the contract administrator for third party rent reasonableness contracts. This position is responsible to ensure that all inspection processes and rent reasonableness activities conform with HUD mandated standards and/or other applicable federal, state or county guidelines.

The incumbent requires considerable knowledge of Federal, State and local laws and regulations to administer initial and annual inspections under the Housing Quality Standards (HQS) inspections. The employee will independently plan and coordinate functions of the unit, implement new procedures and policies and evaluate methods to improve services to HOC customers, division staff and the Agency

Preferred Skills:

  • Graduation from an accredited college or university with a Bachelor's degree in Social Sciences, Business Administration or related field. 
  • Five years’ of progressively responsible experience in subsidized housing, real estate or property management, to include supervisory experience.
  • Certification in the Housing Choice Voucher program and Housing Quality Standards is required. Individuals must have passed, or will pass within six (6) months of hire, required certifications.
  • Knowledge of Federal, State and local laws pertaining to tax credit and subsidized housing including the Housing Choice Voucher Program.
  • General understanding of government procurement policies and procedures.
  • General understanding of accounting and budgeting practices.
  • Excellent communications skills, both oral and written, and the ability to speak effectively in public.
  • Demonstrated experience with various computer software programs including MS Office and Database Administration. Familiarity with Yardi preferred.
  • Good interpersonal skills and the ability to interact with people of varied backgrounds.
  • Excellent analytical skills a must.
  • Driver’s License and a car required.
